Thomas J. Spackman
Tom Spackman is the Chairman and CEO of BorderCOMM, XC Networks and their operating subsidaries. He received his Juris Doctor from Southern Methodist University School of Law and is a graduate of DePauw University, where he was a Management Fellow. He is a licensed attorney in Texas, a member of the Dallas Bar, the Federal Communications Bar and is admitted to the Federal Court North District of Texas. Tom has a long history of entrepreneurial ventures as a lawyer, investor and chief executive.
He resides in Dallas, TX with his wife and three children.
Arturo Bedolla Hernandez
Mr. Bedolla is the President of XC Networks and BorderCOMM Partners L.P. and its operating subsidiaries overseeing all functions of the company and day-to-day operational activities.
Mr. Bedolla received his Telecomm Engineering Degree from Escuela Superior de Ingenieria Mecanica y Electrica along with degrees from Instituto de Investigaciones Electricas, IPADE and the Centro de Estudios Cientificos y Tecnologicos.
Mr. Bedolla has 25 years experience in the international telecommunications industry including leading the deployment, network design, operations and administration of wire line, wireless and satellite systems in the United States and Mexico.
He resides in Juarez, Mexico with his wife and three children.
Neal R. Heikkinen
Mr. Heikkinen is the Executive Vice President of XC Networks, overseeing all sales and marketing functions.
Mr. Heikkinen received his Bachelor of Science from the University of Wisconsin-Whitewater specializing in Communications and Marketing.
Mr. Heikkinen has held a variety of executive roles in large and small organizations and has been a driver in the recent revenue expansion of XC Networks.
He resides in Dallas, TX with his wife and three children.
